ASA A. CLARK IV is a Colonel in the U.S. Army and Professor of international affairs in the Department of Social Sciences at the U.S. Military Academy at West Point. His recent publications include Democracy, Strategy, and Vietnam, Convention Deterrence, and The Defense Reform Debate.

JOHN F. LILLEY is a Leutenant Colonel in the U.S. Army and formerly an Assistant Professor of international affairs in the Department of Social Sciences at the U.S. Military Academy at West Point. He currently serves in the office of the secretary of defense.
